Gas has traditionally been the most common form of heating in UK homes, with around 8 million gas boilers sold every year. However, the electric revolution is gathering huge traction and electric heating now provides a sustainable and economical alternative.

When considering a new heating system, speed of installation is important to landlords as is the issue of maintenance. Low running costs are also key as a happy tenant is also more likely to stay, therefore reducing the turnover of tenants in a property.

Your Responsibilities

Landlords are legally responsible for ensuring a rental property is safe and fit for tenants. All mains services such as gas and electrical equipment must be correctly installed, regularly tested and maintained. Heating must work to particular standards and properties must register a minimum energy performance rating of E on an Energy Performance Certificate (EPC). The government wants to enforce a compulsory energy performance certificate rating of ‘C’ on new tenancies by December 2025, and on all rented properties by December 2028.

As a landlord there are several legal obligations regarding heating of domestic rental properties:

  • As a landlord, you are responsible for providing central heating or other equipment for heating each occupied room as well as an appliance for heating water.
  • The current minimum heating standard in the UK is to achieve at least 18°C in bedrooms, and 21°C in living rooms when the temperature outside is -1°C. This also applies to residential properties and HMOs
  • Landlords are responsible for all repairs and replacements required under the Landlord and Tenant Act (1985)

Newly Introduced Energy Efficiency Ratings

With effect from 1st April 2019 Minimum Energy Efficiency Standards came into effect in the private rented sector. As a result, landlords in England and Wales now have a legal obligation to keep rental properties warm and ensure property is rated a minimum of E on an Energy Performance Certificate (EPC).

Landlords with cold and poorly insulated homes, rated at the lower end of the scale – F or G, face having to improve the energy efficiency of a rental property. Those who fail to, may have to pay up to £3,500 (including VAT) to improve the insulation and/or heating before being able to rent out the property or renew any existing tenancy agreement.
